Rollout and Ice-ball have the highest power with Stored power as second. Rollout/Ice-ball have the max power of 480 on the fifth turn, and 960 with Defense curl. Stored-power has the max power of 860 with all stats raised.

Reversal and Flail also have base 200 power when you have 1-4% HP.
