What is the construction of boahtar?

Can someone explain to me what boahtar is?
I know it has been used as skarmbliss counter.

TyraniBoah or BoahTar is a mixed SubPunching Tyranitar that lures in a lot of counters like Terrakion or Scizor and takes them out. It can also make short work of defensive cores like Skarmory and Blissey/Chansey. There are a few variations of it, with different EV spreads and movesets, but this is the most common:

Tyranitar (M) @ Leftovers
Ability: Sand Stream
EVs: 252 HP / 60 Atk / 176 SpA / 20 Spe
Quiet nature (+SAtk, -Spd)
- Substitute
- Focus Punch
- Crunch
- Fire Blast
