Where can I find backpacker herman in the Entralink?

I have gone to my sister's black city via entralink because I want a legit Porygon in Pokemon white but i can't find herman... Can someone help me please?

There are 30 trainers that can appear. Only can can appear in black city at a time, although it's usually less. So, there's a small chance of seeing him. I hope I helped!
