They're computer programs that you can use to build pokemon. It's useful since you can get the exact species, item, moveset, EVs, IVs, and whatever else you want almost instantly. It's used mainly in the pokemon community to create pokemon without having to go through all the steps of catching/breeding a pokemon, having to get good IVs, EV training, etc.
