Level it up. Also heart scales can work in nimbus a city
In platinum it's pastoria city.

Togekiss doesn't learn moves by leveling up. Instead you're going to have to make him remember with the Heart Scale Move Tutor in Pastoria City. Togekiss will have the moves: Sky Attack, Etremespeed, Aura Sphere and Air Slash. Hope I helped. =D
