If there's no stage -2, why don't they just move everything under it up one step?

If you scroll down, you will see Gen I priority table, they had +6, +1 and -5. That's it.
In Gen II, they had new moves, which took new slots. This keeps going until Gen V, where there are moves for every priority bracket except -2

There really is only one way to look at it: They have not made the move yet. Just like Gen I to Gen V, new moves took new brackets. Maybe Gen VI will give us a -2 priority move.

Nobody knows. It's just the whim of the game creaters.
Edit cuz I just realized something.
They don't move everything up because if they did they're would ba a normal top priority of 6 ( not counting pursuit) and a priority of -5. Since they're not equal it's a little bit harder to program. They could do it, it's just harder and mabye they want things to be equal.
