Does the item Charcoal raise speed?

The reason I ask this is because of this video on youtube of a PO battle.This right here is when in the battle the Watchhog's Charcoal raised it speed after it used Aqua Tail. I know its probably a glitch but can this happen. This happens at the end of the battle.

Ok. I saw the video. That Watchog used nothing but Aqua Tail and had the ability Keen Eye. That was most deff a glitch.

EDIT: I have been searching the Web, cannot find any records on such a glitch.
