In the anime is Rhydon considered a ground type?

Question

I think that in the intro I see Ash's Pikachu using Thunderbolt on a Rhydon and KO ing it
Am I mistaking it for another Pokemon?

In the anime the laws are very different - electric attacks can hit ground types regardless of it being different in the games. So it probably was a Rhydon being hit by a thunderbolt.
