Hacked Pokemon Trainer problem?

Ok, so I was fighting an NCP Trainer and she had Entei, Regigigas, and Raikou. I think that trainer was hacked, was it? And there was another one that had moltres. (I didn't know what was after that becuase I lost the battle.)

It's not, probably. If you're in the Battle Subway / Institute, it's possible. You're probably using Legendaries to battle her also.

Trainers can use Zapdos, Moltres, Articuno, Entei, Raikou, Suicune, Regice, Regirock, Registeel, Latias, Latios, Azelf, Uxie, Mesprit, Cresselia, Regigigas, Heatran, Rotom-A, , Thundurus, Thundurus-T, Tornadus, Tornadus-T, Landorus, Landorus-T, Cobalion, Terrakion, and Virizion.
