Sand Veil has not been banned as of now. It will be banned in OU and lower, as every Pokemon with Sand Veil have a secondary ability that can be used. This may cause Garchomp to come back to OU.
Edit: Chomp is now back in OU. And Sand Veil is now BANNED. As of Friday.
