How to receive Cyndaquil, Totodile and Chikorita in Emerald?

Question

To recieve Cyndaquil, Totodile and Chickorita, do I need to catch a the Pokemon in the Hoenn pokedex, or just see them?

You are also only able to choose one of the three starters, not all three.
