Cave of being and Liberty Garden?

Is cave of being accessible after elite 4? If it is, anyone here knows how to get there? And about liberty garden how do I get there?

Cave of Being only accessible after you beat the game.Liberty Garden you have to go on the boat in Castelia City it's the dock near the Gym.

You reach Cave of being by Going east of Floccesy town. then, find a stream that will take you Southwest. The cave should be around there, and once you go inside, Professor Juniper will be there.

BTW Cave of Being is nothing exciting. It's just a cave without any wild Pokemon. That's it.

without wild pokemon? thats true. But, you do get the three lake gardians from that cave.
