Why isn't my Poke Radar working (Pokemon Diamond)?

Question

When using the Poke Radar at Route 229, two Pokemon appears. Venonat and Venomoth. I was walking in tall grass, used a Poke Radar then I got to the shaking grass. When I got there, I didn't encounter Venomoth or Venonat! I didn't encounter both of them - I encountered a Weepinbell instead of Venonat or Venomoth! Why isn't it working? Can someone answer please?

Sometimes it gives you a different Poke'mon. This seems to happen more often if you ran away instead of fought the previous Poke'mon.
Source is my experience.

Umm... But I didn't run away from the previous Pokemon and I tried this about 28 times... It still didn't work.
