Togepi poke radar help?

I want a togepi, I have the poke radar, and I saved last on Route 230. Help me out!

>Fly to the Battle Area and head east until you reach the water. Surf on the
water until you reach the landmass island with a lot of grass on it. Use your
pokeradar here to find Togepi in the grass.

Go to Route 230, get to the small island using Surf and use your Poke Radar, you should be able to find a Togepi.
