On meta, only. I think there shouldn't be a thing where you need a certain amount of points to vote, this way people can easily express how they feel about the idea.

Yes you are right, it doesn't make much sense for Meta. I reduced it to 20 points for upvoting and 50 for downvoting. 20 is what everyone starts with, so unless they got downvoted, they can vote on Meta.
