Retagging is when an Expert/Editor/Mod/PM changes the tag on a question, for example the original tag on this question was "pokebase" but I retagged the question so the tag is now "retagging"

Also note that the ability to retag can be obtained on the Battle Subway and Meta without reaching the rank of Expert, this is done by gaining 800 and 1000 points respectively. 800 might not be accurate I will have to go look.
