Can Experts delete tags?

I know if they could, it would probably be on their Extra Privileges list. However, the reason why I’m asking this is because I keep making the Please-dont-retag tag, Hellfire Taco keeps retagging it. Whenever I retag it back, the tag is gone! Every time I make a new one but it always gets deleted! And PM said he didn’t think CREATING a tag was worth putting on the “Extra Privileges” list, so maybe he doesn’t think it’s worth putting DELETING a tag on the “Extra Privileges” list.

Yes and no. Anybody who can edit questions can technically delete tags, but there's no button that says "delete tag" or something like that. The only way to get rid of a tag is remove the tag from every question it's on.

Yep, this is exactly right. Same thing applies for everyone else -- I don't think there's a 'delete tag' button as such for anyone except maybe Pokemaster.

Couldn't problems happen if PM deleted a tag? What would happen to questions that only have that tag?

He could make an automatic function that adds a Tag to something that loses its tags. This replacement tag could be one of the suggested tags, or the "`tagless`/`retag`/`#blamesciz`" tags. :P
