If a user is permanently banned, is it possible to change your name to his during the Name Change period?

Is it possible that if a particular user is perma-banned, his name could be used by someone else during the Name Change period? I dunno, it could cause some serious mayhem.

No, I don't think so.
That user is still part of the site, just blocked and unable to do anything.
However Pokemaster can change the name of the banned user himself, so the user who wants to change his/her name to that of the banned user can do so.

Can banned people change their names? I think Kidswagg did it to AB but some people say you can't o.O
