It's for rating competitive Pokemon teams. It's pretty simple; people post their teams there and other people rate them. "Competitive" means that it is for use against a real person, not a computer. The most popular platform for these teams is Pokemon Showdown. Some things to note before using it:

  • No in-game teams. In-game is 100% computers with weak Pokemon, so basically anything works. This defeats the purpose of rating them.
  • Unless you have experience with competitive play, don't rate teams. Your suggestions probably won't be as good as you think.

The rules should explain the rest, read hem if you are ever wondering simple things like this. http://pokemondb.net/pokebase/rules
