Like if I answered a question, and then someone else answered the same question a few minutes after me with something I forgot or didn't know, can I change my answer to include that part I forgot or didn't know?

It should be alright as long as you say "and as [user] has stated, …" or something like that. If you don't give credit to them, it's plagerism.

It's not against the rules, but it's also sort of frowned upon. Like, there's nothing to stop you and it's not "wrong", but just be careful when you do it, because it can be seen as a jerk move sometimes.

Just try to draw a line between what's adding information and completely copying another person.
