About the server...

Question

So I got banned by Aeternis for breaking the rules. This post is not denying that I did but I can get back on the server with ease. Every time I don't use Showdown for more than 8 hours or delete history and wait for 3 hours, I can get back on. Why is this? Not that I'm not enjoying it xD

You have a dynamic IP.

Basically an IP that is assigned every time you log in to a network, not a set one. Meaning it changes.

Are they rare?

Well... most service providers would give their customers dynamic IP addresses cuz they're cost effective.  Anyone who uses residential cable or DSL service will have dynamic IP, so I won't call it rare.
