I recently put up a team on the battle subway and made sure every detail was on it. But I included a starter pokemon. Could this be seen as an ingame team and not get answered?

That is allowed, and will be answered if a person is willing to put the time into it. A starter Pokemon does not turn a competitive team into an in game team. In competitive, titles like "starter" or "legendary" don't mean anything.

Just be aware that when you put it up there for a rate, people will be rating it based on what is ideal in competitive games, not in-game use. So when they see HM moves, for example, that have no utility outside of being a HM, they may remove them for a move that is worth using in battle.

Well minus the HM's surf and waterfall, which are viable if used correctly...
