Is something wrong with the website's sense of time?

Question

I haven't paid any attention to the dates on things until fairly recently, so I'm likely just not informed on whatever the issue is. I couldn't find an answer on the site, so here it is:

When I noticed that some dates and times on question/comments/answers didn't seem right I had to pull out the ol' sundial and see for myself. Sure enough the site's time display has been lagging behind.

So what's the diagnosis?

And also don't bother doing the experiment to answer my question if you don't already know the answer.  I have a test subject sitting patiently, I just don't want to waste my max happiness unless I need to.

Can you be more specific about what exactly is wrong? Post a screenshot and say what is wrong with it.
