i'm pretty sure that they're generally not allowed, as this isn't the typical forum and it's stated multiple times on the site that opinionated questions and discussions aren't allowed. But if a mod approves of it, it can be allowed iirc
In the meta they're fine as long as it's not spamming or flooding. They also need to be applicable to everyone. Also, that thread was started by Scraf (rip in pepperonis ;~;), who was a highly respected member of the DB. So it's kind of like how-well-do-you-know-the-mods. The thread was also made two years ago, so the rules might have changed.

Generally, all questions that are posted need to have a factual, concrete answer, or something close to that (Except RMTs, of course). As for that Meta thread, it was more of a personal discussion thing, and generally shouldn't be posted in the Meta. It received quite a bit of positive attention, so it was allowed during that time.
