People have told me that the 'Location' Section of the DB is not finished yet. When I visited a Route, for the encounter rates, the DB has a kind of pie graph.

E.g.
http://pokemondb.net/location/kanto-five-isle-meadow

Is this ti signify that the pokemon's rarity is high or that the encounter rate is high.
I believe that we should change this to a standard percentage.

Anyway,
Common: 100%-21%
Uncommon: 20%-10%
Rare: 9%-1%
Note that the answer on my question says that the cutoff between rare and uncommon is 5%, but I checked the various location guides myself.

It represents the estimated chance of it appearing, so how common it is. Granted, a percentage is more accurate, but for now the pie charts are what we have.

Three-quarters green is 75%. Half green is 50%. One-quarter green is 25%. An all-grey circle means the Pokémon is interactive, or has an overworked sprite. Please remember that these are rough approximations of how often the Pokémon appears. Think of it as common-uncommon-rare.
