Would that be "re-revive", "re-re-revive", or "re-re-re-revive"?

First, a game release (such as Ultra Sun/Moon) usually causes a flood of activity, which I think we might be able to channel into our tournaments if we make some changes. New users sometimes click around, and find our tournament thread by doing that. At first glance, the thread appears to be dead, with its old age and very old answers. This causes most users to immediately lose interest. However, we can make the thread look less dead by editing the OP to have information about the current state of tournaments. My idea is that it will always display one of three messages at the top (or somewhere else, if you guys don't like it being at the top).

Signups for (user)'s (tournament name) tournament are open right now. Click here (links to specific tournament thread) to sign up before it closes.
(user)'s (tournament name) tournament is happening right now. Click here (links to specific tournament thread) for details, progress updates, and replays.
The previous tournament was (user)'s (tournament name) tournament, which won by (user). Signups for (user)'s (tournament name) tournament will open on (date).

Second, the last tournament was canceled because of lack of play. I have some ideas to reduce the chance of players dropping out because they were busy. During signups, we can say something like, "participants are expected to check this thread at least once a week." Additionally, we can make a rule that, if a participant challenges the opponent and the opponent doesn't respond for a whole week, the opponent is disqualified. Wall posts can be easily abused. For example, someone can post something on a wall, take a screenshot, delete the wall post, and show the screenshot a week later as "proof" that the person challenged someone else. Because of this, users should be encouraged to post challenges as comments on the tournament thread, and the rule about disqualifying will only apply to comments on the tournament thread. Additionally, if two participants are to face each other and neither has posted a challenge for two weeks, then both participants will be disqualified.

Some less realistic wishes I have is for Pokemaster to add the tournaments thread to the list of useful posts that appears on Pokebase (right now it only appears on Meta) and to edit the gray box at the top of the Pokebase home page to say, "This site hosts tournaments. Read the tournaments thread under 'Useful Posts' for more information."

The edit to the tournament thread (to make it announce the signup date for the next tournament) should happen ASAP. Signups for the Arceus tournament (that got canceled earlier) should open sometime in December (a month after USM gets released).

On a slightly unrelated note (or rest, I can't tell which), new users also means lots of posts pending moderation. Can we PLEASE get at least ONE MORE active editor?

Give me some specifics and ideas on how I should update the thread OP and I can literally do that right now. There's no reason to not include relevant information and updates regardless of how used the thread is actually going to be.
When the release date of USM gets announced, just pick a date in December and edit the tournament thread OP to say, "Signups for Flare (I think this is the right person)'s Mono-Arceus Tournament will open on (whatever date you picked)." You should probably get fizz's permission before doing this.
Didn't have to edit it as much as I expected to.
The Arceus tournament was the one that was canceled halfway through due to lack of play, so don't you think we should redo that one?
I think cancelled means cancelled. We can always come back to it and try again, but I personally feel that we should start with something else.
