I would like to know. Also what is each title's special privilege?

This will go in ascending order of the most powerful user ranks.

The registered user title is the standard one, which to start, comes only with the ability to make posts. You can get new privileges by earning points, as outlined here.

The expert status is the next tier above. Experts can be promoted by moderators and above, and traditionally we promote users to expert when they reach 6,000 points on the main section. Experts can edit and retag posts made by other people on any section.

The editor title comes next. Pokemaster picks editors to promote when we need them. Editors can hide and reshow any post, and can access the staff-only ‘admin’ section, where posts from new accounts are checked before they are shown, primarily to block spam.

The moderator status is the next highest, and are also promoted by Pokemaster. Mods can ban users and use IP tracking and histories to inform decisions. Mods can also silent-edit, choose the best answer for any question, access certain user lists and block user avatars.

On this site, the next and highest title is super administrator which belongs only to Pokemaster. This title pretty much gives you control over the whole site — even more so here, since Pokemaster oversees development for the software we use. Basically you can do anything.
