Right now, when you hover over the vote button without enough points it says: "Voting is only available to some users". (I know because I just checked in RMT, where I only have 12 points)
I don't know about anyone else but this sounds like you can only vote if you are "some" users like you need to have some sort of prestige or something, when really all you need is to ask 5 questions or take 1 upvote. Also it doesn't offer the new user any information on how to join these "some" users. It might be a good idea to link the list of privileges thread on the vote button adding on to the message "- Click to view requirements" or something. Also probably best if you also link it in the wall section.
I know its pretty insignificant, but its annoying to see a 'How to vote?' thread every now and then.
Actually before posting this, I searched for some and I could've sworn there were plenty of different posts asking how to vote, but now I can only find one? Either way, this doesn't seem too hard to implement.

Better solution, make the site remember people's votes and then apply them when they pass the point requirement. Other platforms do this.

If Fizz's way happens, then there should also be a way for users to know this, so maybe the hover text?
