Like this recently asked question. We all know Pokedex entries are not to be taken literally, so I think it would make sense to ban questions regarding them altogether.
I think a blanket ban would be the wrong approach to this problem, though I agree a great deal of questions similar to that one would have a problem with rule 1.4 (specifically, bullet point #3).
