How come lv.1 move in...

Question

How come, pokemaster, second stage pokemon, when you look at the moves they can learn, can learn moves at lv.1? How do you get move learned and a lower level then evolution? It's just a question, not too important...

Ever heard of Heart Scales?

As DD says in the comment, they are moves that can be "remembered" by Heart Scale. For first evo pokemon they can also learn them through breeding.

Also, can everyone not start question titles with "Pokemaster..." please? Most questions are for me anyway, so it's useless. But also many others can easily answer them like DD did with this one.
