This guy doesn't get Boomburst until Gen 6, so it has to settle for Hyper Voice as its STAB move. Agility and Nasty Plot boost Chatot's sweeping capabilities, and at least one is guaranteed because of Focus Sash. Defog is complete filler, I wouldn't recommend it over Nasty Plot, but it's there if your team needs a hazard clearer. Heat Wave is coverage.

Uh....Defog doesn't clear hazards in gen 5 x(only in Gen did it get the buff)
(Also I will never let you forget this)
