Ohh, that. Yeah, that was one I needed a separate app for. Honestly, for Lens Flare stuff, you'd be better off using Photoshop for; Photo Editor Pro doesn't have a Lens Flare thing, and all the standalone Lens Flare apps on Android range from pretty sucky to very sucky. But anyway, good luck with your perfectly legitimate and non theft related endeavor!

Depending on what I need, I'll use different apps, but the main ones I use are Photo Editor Pro and PhotoLayers for Android. They aren't as great as, like, Photoshop, but if I just want to make a quick dumb edit, they get the job done.
