Yea that's saying that the triangle has the property of "universal dual membership," not that the triangle is the dual of the circle. Also the blog you got that from is the only place that uses that term as far as I can tell, so it's probably like his own personal term that he made up. Either way it is not the same as the notion of dual polytopes. A circle doesn't have a dual because he isn't a polytope.
