I don't think the quality of an answer should depend on the user's rank. A good answer must completely answer the question. It should also be verifiable and credible somehow. In other words, you should be able to see how the answerer knew the answer, and for more complex questions, why the answer is true. This is usually done by citing a source, but some answers have no source and are still good because they explain themselves well or the person did real research when writing the answer. For questions like "What should I use?", "What are my best options?", or "Is this worth using?", the answer should explain why the good options are good and why the other options are worse.

Not necessarily, but if you can answer your questions with a quick search then they don't need to be asked. Some people might think you are point grubbing though.

What you really need to fix is Best Answering answers that are subpar or inadequate. Don't BA an answer without a source unless it comes from an Expert or someone of higher rank. For example, the answer to your question on Wishiwashi failed to acknowledge how it's cons vastly outweigh it's pros, and that there are tons of other water types that are much better. I would just be more careful with who you give BA to.
