-I wouldn't give Victini that EV spread; Victini definitely needs speed. I also see no reason to use Bolt Strike when you're running a special set, considering Victini can learn T-bolt. It's less powerful, but imo it's preferable to splitting EVs. So I think you should run purely physical or special on Vicitni, not mixed.
-Super Power > Return on Azumarill. Much better coverage (since Normal gives no coverage) and more powerful.
-I would also suggest that Rest is an option for Shaymin because of Natural Cure.

Oh, did not seen Victini's spread ... Now, I feel stupid.
Go for 252 Speed / 128 Atk / 128 Sp.Atk, this is equitable and Hasty Natured will not be enough on its own for getting good speed for Victini.

Eh... like I say, I really wouldn't make Victini mixed. I think you should scarf Victini and run a physical set: V-Create, Bolt Strike, Zen Headbutt/ Brick Break, U-Turn.
All things considered, Heracross is one of the main threats in UU, esp. when Scarfed, and burning it won't do any good since many Heracross carry Guts.
Also, imo you should test out a team before posting. :P

@ Fondant: When you say he must test the team, you are right. But about the physical Victini, I would not. I mean Victini could be walled by a single Physical Wall in the tier. So, mixed Scarf is an idea. But I do not know much about Victini so do not be offensive when replying.

What are you talking about? V-Create doesn't have any recoil damage. It just causes def, sp. def & speed to drop by one stage.
As for physical walls, you have Shaymin to deal with them. And I would make Azelf a suicide lead as well; it's too frail to be a dual screener and you forfeit its high sp. atk.
Victini works very well as a special Pokemon too, but it's just that I like to have it use a physical set because of V-Create and Bolt Strike's higher power.

Victini isn't meant to tank. It's there to sweep. Most things won't survive a V-Create to the face, unless it's Flash Fire Chandelure.
Victini's stats are reset by switching out. Barely anything in UU carries Pursuit, with the exception of Weavile.

Run play rough on azumraill if your planning to do use this in 6th gen battling, also why not test the teams your self unstead of asking everyone all the time? You could probably figure out the faults in your team by battling and gaining experience by using it on showdown. And switch Azelf with Uxie, better defense and provides more bulk instead of azelf.
