Well, this team certainly looks original. OU isn't exactly my cup of tea, but you asked me to rate it so I'll give it a shot.

Seems legit. Smash something with Shadow Ball / Sludge Wave / Focus Miss, then take out the next 'Mon with Destiny Bond. Unconventional and unpredicted (I think), I don't see much wrong with Gengar. My only suggestion would be to replace Focus Blast with another move. Personally, I hate losing games to Focus Blast's accuracy poops. I would suggest either Will-o-Wisp for surprise Burns, Thunderbolt for extra coverage or Clear Smog to troll setup sweepers.

Two Toxic 'Mons on a team is one too many in my opinion. Sure it's unexpected, but I feel that Fire Blast would be better in that spot. I would also change the EVs slightly to 248 HP / 4 SpA / 196 Def / 60 Atk and a Relaxed nature. This lets T-Tar act as an offensive Rocks setter rather than a gimmicky Toxic-staller-not-even.

Magnezone

My only suggestion would be Hidden Power [Ice] over Hidden Power [Fire], since Tyranitar now has the Fire coverage. If Magnezone's sole purpose is to trap and eliminate Steels, then I would actually suggest HP Ground so as to not be walled by Heatran.

Try Roost or Knock Off over U-Turn. Roost couples with Poison Heal to increase longevity, while Knock Off lets you cripple offensive switch-ins to Gliscor by ridding them of Choice Specs, etc. If you do not want to give up the (slow) VoltTurn with Magnezone, then by all means keep U-Turn.


Mega Gallade

I feel that Drain Punch only work on Mega Gallade if it has Substitute in conjunction with Swords Dance. I'm not sure if you want to go that route, so I would put Close Combat in the clear. Mega Gallade is bulky, but not too bulky, and his main purpose is to either remove threats so that someone else can sweep or to clean up late-game. Other than that he's fine.


Excadrill

Scarfed Spinner… I have to say that's new to me. But hey, whatever floats your boat. He also forms a dual-Scarfer core with Magnezone. I don't see any issues with him.


There's my attempt at an OU rate. If it's not what you're looking for then fine, but I do hope that you find one or two of these suggestions useful.

Awesome. I'm thinking of taking out Gliscor's Toxic for Knock Off, and I already changed Drain Punch to CC on Megallade.

Ok. I'm kinda new at this but here goes.
It looks like you're using a sandstorm team with the core.

First of all, if Excadrill is gonna do any spinning, it can't have choice scarf. After once, it's locked in and obvious to any seasoned player.
If you want a bulky spinner, try this set:

Excadrill @ Leftovers
Ability: Mold Breaker
EVs: 252 HP / 4 Atk / 252 SpD
Careful Nature
- Earthquake
- Iron Head
- Rapid Spin
- Stealth Rock

If you want a sandstorm sweeper, try this set:

Excadrill @ Air Balloon
Ability: Sand Rush
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- Earthquake
- Iron Head
- Rock Slide
- Rapid Spin

Next, your Gallade is cool, but not as useful with T-Tar and Excadrill. Try Lucario, it works better with the sandstorm.

Okay as far as walls go, but Landorus is more offensive and has better stats overall, as well as sand force and sheer force.

Has Knock Off and U-Turn, as well as better stats.

Magnezone is ok as it is. With Lucario, Heatran isn't as much of a problem and HP Fire is okay.

Tyranitar, without Mega-Gallade, can use it's mega-evolution. This boosts it's stats from a total of 600 to 700. Use this set for max damage:

Tyranitar-Mega @ Tyranitarite
Ability: Sand Stream
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- Dragon Dance
- Stone Edge
- Fire Punch
- Earthquake

You lose the stealth rocks, but it's so worth it.

Finally, Gengar seems somewhat useless now as a sweeper. I know that the core works well, but there are better ones out there. Something like Tentacruel works well by placing toxic spikes and taking down other pokemon. If you still prefer Gengar, he can use hex over shadow ball, especially with magnezone's thunder wave and his own toxic/will-o-wisp. Sludge wave is fine.

Well there you go. As I said before, I'm kinda new at this, so ok.
