Believe it or not, this rain team is a facade of sorts. The point of it is to distract from the mega Sableye while it sets up 6 calm minds.
--The Shiinotic is used for dealing with strong physical attackers who could potentially kill the Sableye if left unattended by using strength sap.
--The Pelipper is the main rain setter and can do significant damage as well with 100% accurate hurricanes and rain boosted hydro pumps.
--The Jolteon acts as a switch in for the Pelipper as well as a very strong thunder user.
--The Sableye is the backbone of the team, using snarl for hitting both enemy pokemon as well as forcing special attackers to switch out.
--Carracosta is a strong physical presence and can boost itself into obscene damage and speed, ending up with a speed stat of approximately 660, with a swift swim and shell smash boost.
--The Vaporeon is for an annoying secondary rain setter, if they can't kill it in one turn it will rest up to full and wake up at the end of turn.
All in all it is an extremely effective team when played right, even against sand or sun teams. It suffers to physical fairy types like Mimiku and Tapu-Koko however, but it can still play around them.

I think you're not using the best Pokemon. Why would you use Jolteon when Zapdos does its job better? Why would you use Carracosta when Kingdra does its job better? Why would you use Vaporeon when Suicune does its job better? I also don't think the strategy with Sableye and Shiinotic is good because a lot of opponents can one-shot those two before they get a chance to move.
So, jolteon is better as a speedy nuker that gets an absolutely free switch on electric type attacks with volt absorb, fulfilling more of a neich role. Carracosta was picked due to access to shell smash and a better movepool overall. Tbh the vaporion is the weakest link, usually not managing to play its part, however, suicune doesnt seem to be the best rainsetter imo. Finally i feel as if I wasn’t clear with the sableye situation. The entire team acts as interference for it while it sets up. If they do focus on killing it, the other pokemon lands a massive blow while the sableye can still recover. Shinotic is the perfect pokemon for the neich, being able to consistently deal with pokemon that dont have poison coverage.
Zapdos is immune to ground, has better stats, and can learn tailwind and roost. Are you sure all of those are less important than being immune to electric? I got these calculations for Kingdra and Carracosta.
252+ SpA Kingdra (muddy water) Hydro Vortex (175 BP) vs. 92 HP / 0 SpD Zygarde: 264-312 (69.4 - 82.1%) -- guaranteed 2HKO
+2 252+ Atk Carracosta Aqua Jet vs. 92 HP / 0 Def Zygarde in Rain: 160-190 (42.1 - 50%) -- 0.4% chance to 2HKO
As you can see, the shell smash doesn't make that much of a difference. How does access to muddy water and ice beam give Kindgra a worse movepool? And why do you need 2 rain setters when you can just switch Pelipper out and back in? And how exactly does Shiinotic deal with Pokemon that don't have poison coverage?
252+ Atk Incineroar Flare Blitz vs. 252 HP / 0 Def Shiinotic in Rain: 236-278 (72.8 - 85.8%) -- guaranteed 2HKO after Rain Dish recovery and Leftovers recovery
252 Atk Tough Claws Metagross-Mega Iron Head vs. 252 HP / 0 Def Shiinotic: 444-524 (137 - 161.7%) -- guaranteed OHKO
And even if you do get your Sableye to set up, it's still pretty easy to check.
136+ Atk Tapu Bulu Wood Hammer vs. 248 HP / 252+ Def Sableye-Mega in Grassy Terrain: 184-217 (60.7 - 71.6%) -- guaranteed 2HKO after Grassy Terrain recovery
+6 8 SpA Sableye-Mega Dark Pulse vs. 252 HP / 120 SpD Assault Vest Tapu Bulu: 93-110 (27 - 31.9%) -- 44.4% chance to 4HKO after Grassy Terrain recovery
You could probably just answer with that you know.
That comment was more like a "get rid of 5/6 of your team" than a real team rate, so I don't think it should be an answer.
If you think that the team needs to be virtually completely changed then it's probably not worth your time in any sense, but since you've written so much already you might as well answer.
