Are you sure this is for OU? If yes, have you tried using this team in OU anytime this year?
Mega Kangaskhan, Mega Gengar, and Shadow Tag are banned in OU. :P

Regular Kangaskhan, Regular Gengar, Wishiwashi, Zoroark, and Typhlosion are outclassed in OU by stuff like Mega Lopunny, Alakazam/Mega Alakazam, Toxapex, Tyranitar, and Blacephalon. :P

Chansey doesn't need Flamethrower and is more useful with Aromatheropy. Chansey doesn't need Protect and is more useful with Seismic Toss. Chansey should have 252 Def EV's to survive a Physical attack, the biggest reason why it is used over Blissey. :P

Skarmory Needs all the HP it can get, so this spread is better (252 HP, 232 Def, 24 Spe), as well as the move Roost to be effective. Toxic is already used on Chansey, so you can remove it from Skarmory. Skarmory and your team would appreciate if you replace Stealth Rock or Spikes with Defog, for Hazard clearing. :P
