I guess the format would be a no legendary ou tier. None of us use legendaries due to how annoying it is to catch them, get proper ivs and whatever else is needed to make them battle ready. Please help me with my sand team mark III

Give skarmory at least one attack move otherwise taunt murder. Somethings wrong with skarmory evs
Your tangrowth likely won't dish out much damage without supereffective. Tangrowth is still good.
Milotic not bad but perhaps transfer a few evs to sp.def as you have invested much alr.
T-tar would most of the time run both STAB but I guess it's fine without too since your other pokemon and rocks cover that.
Excadrill is good.
IMO run one pure physical garchomp to fully harness it's high attack stat power.
Change evs to pure physical sweeper and change Draco meteor to outrage. Change fire blast to sword dance and let your opponent cry themselves to sleep. Be wary of Ice types though.

Tangrowth is not meant to dish out damage. It's job is to be a sponge of water attacks or be the sacrificial lamb to get one of my pokemon in when switching is not an option

Why is physical Mega Garchomp better than a mixed one? Excadrill already handles the sweeping duties so this suggestion requires some justification
you have two stealth rock users, so skarmory doesn't need that. That's literally the standard tangrowth set. Mega garchomp is trash, but it's usable. Garchomp should be fully physical as it has 170 base attack after mega evolving. It's special attack of 120 is usable but rock coverage does the same thing of beating fire types.
There is a reason Fire Blast, and mixed sets in general, are popular on MGarchomp. Stone Edge doesn't let you kill Ferrothorn, Celesteela, Skarmory, Scizor, etc. and Fire Blast happens to be the most lethal attack in Garchomp's movepool for those Pokemon. Many of those same Pokemon check Excadrill, so Fire Blast is even more relevant on this team. Then, in addition to that, Outrage is an inferior attack to Draco in a meta where Fairy-types and Intimidate are so prevalent. There are real incentives to not go fully physical.
You can run an SD set as well -- I recommend dropping Dragon coverage entirely, in that case -- but it isn't superior to the mixed set in every situation and requires a bit more justification that it's being given here.
Exactly what Fizz said. Mega Garchomp is not trash. It's more along the lines of a real pain to use effectively but I've already figured out how to use it and that's the reason for Tyranitar's moveset, speed control. Also, why would physical Mega Garchomp be better than mixed? Regular Garchomp outclasses it as a physical attacker due to how potentially devastating sand veil can be. One miss and Garchomp is gonna go mayhem on the enemy team

On Skarmory, it has rocks in the event I suspect a surprise fighting move. I don't want Tyranitar to die too early. Even if I replaced rocks, what move should I give it instead?
