The above is a Gengar sweep, with the original set. When I was in the battle, I had a few changes shown here. My main problem immediately was the Weakness Policy Gastrodon.
252+ Atk Rillaboom Grassy Glide vs. 252 HP / 252+ Def Gastrodon in Grassy Terrain: 580-688 (136.1 - 161.5%) -- guaranteed OHKO
One of the most dangerous Grass moves in OU cleanly OHKOs the original set, so I changed it. I did not in fact change the item though, and I'll just say it straight up: a Weakness Policy doesn't work very well on Gastrodon. Maybe in VGC with Dynamaxing, but in OU, it will get OHKOed.

While I lost this battle, I think it actually went better than the last one. It came down to not having the rain with Kingdra, in which case I would've hit Hurricane instead of Draco Meteor. I changed Gastrodon's item to Leftovers and changed Pelipper's EVs.

Mediocre battle. Again, Gengar was really the only Pokemon that shined, and Pelipper was out stalled. I have a suggestion for the team that I'll add in a second. I changed Metal Claw to Bug Bite on Scizor for that battle, but it wasn't shown in that replay.

Manectric, in my opinion, is the weakest member of this team (from what I've seen), but I want to suggest a Water type, and replacing Manectric would leave you with too many Water Pokemon.
So, what am I going to suggest? Well, the Pokemon that has been the most successful for me on rain teams. And what will I replace? Gastrodon, I think.

Well, yes, I want to add this Ludicolo to the team. It has won me a lot of battles and stalled out some tough opponents. Leftovers + Rain Dish + Leech Seed is probably my favorite combo I've made (though it has probably been used before this). I'll just copy a previous explanation I made, lol.
Leftovers + Rain Dish + Leech Seed heals 1/4 of your HP per turn. So that’s why I didn’t do a Life Orb + Swift Swim set, since this is supposed to be more of an annoyer. It’s EVs give it physical bulk, which it needs. I took some EVs from Defense to put into Special Attack, for a bit of a power boost. Bold increases its Defense with the cost of lowering its unused Attack stat. Scald is STAB and is used on this set for the burn chance, and it has decent power in the rain. Giga Drain + Leech Seed + Leftovers + Rain Dish is a lot of healing in the rain, and Giga Drain is STAB. Leech Seed for healing and damaging your opponent at the same time. Protect is for a free turn of healing.
EDIT: Oops calculated the damage healed wrong. Leech Seed heals 1/8 of your OPPONENTS max HP. So it would be 1/16 + 1/16 + 1/8 (of your target’s max HP).

Ok, so now that I've said that, you said you wanted a physical Pokemon? Barraskewda gets Swift Swim and is physical, but it would probably come with the sacrifice of Kingdra, which may not be a risk you're willing to take. I'll post a Barraskewda set though, just in case.

A Choice Band increases your damage output, as do 252 Attack EVs and Adamant. Swift Swim boosts its Speed in the rain, making it insanely fast with 252 Speed EVs and incredible 136 base Speed. Flip Turn is STAB used for pivoting. Poison Jab is for Grass types (Rillaboom and Tangrowth). Liquidation is the main STAB option of the set. Close Combat is for strong coverage. Drill Run can be used for Electric types.

Ok, now I'll rate the original team, the above sets were just suggestions. Starting with Pelipper:

I changed the EVs a bit and I changed the nature, just to make it a bit more physically bulky. Here are some calcs:

Original Set:
252+ Atk Life Orb Rillaboom Grassy Glide vs. 252 HP / 148 Def Pelipper in Grassy Terrain: 179-212 (55.2 - 65.4%) -- guaranteed 2HKO
252 Atk Choice Band Rillaboom Wood Hammer vs. 252 HP / 148 Def Pelipper in Grassy Terrain: 322-379 (99.3 - 116.9%) -- 93.8% chance to OHKO
As you can see, Rillaboom has a harder time KOing the Pelipper with the extra Defense EVs, allowing you to have another turn to (maybe) get a Scald burn. I used Rillaboom as an example because it's pretty popular (again, from what I've seen).

Onto Kingdra. I'm not going to repost your set, since I only have a few minor changes to make. I would replace Scald with Surf/Hydro Pump, since it's more of a damage dealer than burn inflictor (most Pokemon with Scald have it to take physical hits better, which is usually the job of a tank/wall, for example Toxapex runs Scald for burns). Swap Mild for Timid/Modest and 4 Attack for 4 Special Defense as well, since Flip Turn isn't really meant to do damage.

Again, with Scizor I don't really have anything to change. Replacing Metal Claw with Bug Bite is really the only change I can think of, so good job on this set!

Starting things off, Quick Attack is just for breaking sashes, right? I wouldn't use Hasty and 4 Attack EVs when you're just aiming for a little damage to break a sash. 4 Special Defense is a replacement for 4 Attack. Timid is better than Hasty, since it doesn't cut into its non-existent bulk, and it decreases the damage taken from confusion and Foul Play (if you ever run into it). I think Flamethrower is a good idea, as it allows you to hit Ferrothorn when its not raining.

As I stated earlier, a Weakness Policy doesn't really work on Gastrodon, especially since it has only 1 weakness (Weakness Policies work better when a Pokemon has a lot of weaknesses, so you can almost guarantee that it will activate at one point in the match). Leftovers are better, in my opinion, since Gastrodon benefits from constant healing so you don't have to use Recover for, lets say, Stealth Rock damage. I changed the EVs so it could hit harder, as well as changing the Nature to Modest (since you have 3 attacking moves, it doesn't really seem like a set that would benefit more from Bold and 252 Defense than Modest and 252 Special Attack). Surf can be used over Scald if you want to hit for a bit more damage.
