Charcoal is replaceable, It isn't a viable item.
You don't need Dragon Claw, Scale Shot, and Dual Chop on the same set. Get rid of Dual Chop, replace it with Stone Edge, Poison Jab, Swords Dance, or something else.

Volcarona needs a bit of work. There is no reason to have three Fire moves, and Charcoal isn't very good. Keep Fiery Dance, and replace the other two with Quiver Dance and Giga Drain/Psychic. Replace Charcoal with Heavy-Duty Boots.

Volcarona @ Heavy-Duty Boots
Ability: Flame Body
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Quiver Dance
- Giga Drain / Psychic
- Fiery Dance
- Bug Buzz

Air Cutter on Zapdos? Replace it with Hurricane. There's no reason to have Thunderbolt and Thunder, keep one and replace the other with Heat Wave.

Spectrier is way too frail for Rest. I personally prefer Nasty Plot over Calm Mind, but that's up to you.

Gliscor:

Gliscor's set is good, but make its set Defensive, and Give it Stealth Rock to damage the opponent while switching in. Also, Gliscor overlaps types with two 'mons: Ground typing with Garchomp and Flying typing with Zapdos, so this team can be crippled by an Ice type. You can replace it with a Fighting type (Lopunny-Mega), or a Rock Type (Tyranitar / Mega), who counter Ice types (or Water types who has ice type moves) well.

  • Mega Lopunny would first flinch the opponent with Fake out, and then finish with Close Combat, or switch out using U-Turn. It has incredible Speed and Atk, which is best suited for a Sweeper. Its Ability Scrappy helps it to hit even Ghost types.
  • Tyranitar / Mega is a great support for Garchomp, summoning Sandstorm (My strategy is set up a Stealth Rock and switch out, and use these two 'mons at last). It can set up using Dragon Dance and raise its Poor Speed. Or it can directly use Rock Polish.

I would give sets of all.

Gliscor @ Toxic Orb
Ability: Poison Heal
EVs: 248 HP / 252 Spe / 8 Atk
Jolly Nature
- Protect
- Earthquake
- Stealth Rock
- Substitute

Lopunny-Mega @ Lopunnite
Ability: Scrappy
EVs: 252 Atk / 4 SpD / 252 Spe
Adamant Nature
- Fake Out
- Close Combat
- Ice Punch
- U-turn

Tyranitar-Mega @ Tyranitarite
Ability: Sand Stream
EVs: 252 Atk / 4 SpD / 252 Spe
Adamant Nature
- Dragon Dance
- Earthquake
- Thunder Punch
- Stone Edge

Garchomp:

Three STAB Dragon type moves aren't required here. Dragon Claw is an okay move. Dual Chop is also an okay move. Scale Shot doesn't go well with Rocky Helmet, So you should have either Scale Shot or Rocky Helmet. You can use Outrage for power or Dragon Claw if you don't want to stick to one move for two to three turns. Now there are two spots left. One can be any Coverage move and other can be Swords Dance. If you didn't use Gliscor, give Stealth Rock to Garchomp. Go with this set:

Garchomp @ Rocky Helmet
Ability: Rough Skin
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- Earthquake
- Outrage / Dragon Claw
- Iron Head / Stone Edge
- Stealth Rock / Swords Dance

Kartana:

Your set of Kartana is good.

Spectrier:

Using Rest without Chesto Berry or Sleep Talk is Kinda pointless. Rest definitely shouldn't be used on a frail 'mon. Spectrier's movepool is pretty shallow, but it is a great sweeper. I would suggest Will-O-Wisp + Hex, as it deals with Physical 'mons.

Spectrier @ Focus Sash
Ability: Grim Neigh
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Hex
- Dark Pulse
- Calm Mind / Nasty Plot
- Will-O-Wisp

Volcarona:

Three same type Fire Stab move here also? Remember that only one is required, especially in competitive. Charcoal also doesn't help much. Since it is frail physically, run Focus Sash. You also have an option to run heavy Duty Boots to avoid 50% damage from Stealth Rock. Also, Quiver Dance Volcarona is popular. Use Giga Drain for coverage.

Volcarona @ Focus Sash / Heavy Duty Boots
Ability: Flame Body
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Fire Blast
- Giga Drain
- Quiver Dance
- Bug Buzz

Zapdos:

Why both Thunder and Thunderbolt? If you want to use Thunder, why not Hurricane? You might want to use a neutral coverage move such as Extrasensory, or weakness coverage move (HP Steel / Ice). Use Electrium Z if you seriously need it, otherwise use Life Orb to deal more Damage.

Zappy Birb (Zapdos) @ Electrium Z / Life Orb
Ability: Static
Shiny: Yes
EVs: 4 HP / 252 SpA / 252 Spe
Timid Nature
IVs: 0 Atk
- Hurricane
- Thunder / Thunderbolt
- Defog
- Extrasensory / Heat Wave / Hidden Power [Steel] / Hidden Power [Ice]

Hope this helps :)

Definitely Heavy-Duty Boots on Volcarona so you don't get really hurt by Stealth Rocks. You can also try using a bulky EV spread, but the one you're using is pretty good.
Good answer but a few things:

1) I would rather use Dragon Claw over Outrage because of Fairy types. You have Iron Head listed as an option to counter Fairy types, but how are you supposed to use it if you’re locked into Outrage? This is just my preference though.

2) I run Roost on Volcarona, it also proves very useful. (But then again, I use a defensive EV spread on Volcarona, which the asker clearly doesn’t.)

3) Thunderbolt is better on this Zapdos as it is clearly offensively built. The only reason to use Discharge over Thunderbolt in the first place is for a 20% bigger chance to paralyse, which is not as important as the bigger damage output from Thunderbolt.

4) I would recommend Hidden Power [Ice] over Hidden Power [Steel] because a) the IV spread of 31/0/30/31/31/31 is better than 31/0/30/30/31/30 - although this doesn’t really matter - and b) you’re more likely to see Ground or Dragon types with Rock type moves than you are Ice or Rock types themselves.

5) Perhaps replace Poison Jab on Gliscor rather than Protect? Protect can be helpful with Poison Heal, whereas Poison Jab just covers a few Fairies and single-type Grasses. Alternatively you could give Stealth Rock to Garchomp and Roost/Toxic/Swords Dance to Gliscor. I’d also change the EVs to add more bulk so Gliscor’s natural annoyance abilities can be pushed to the maximum (especially when using Swords Dance!)

6) I agree with SpookyTerrain, Heavy Duty Boots would be more beneficial since it means Volcarona can enter the battlefield more than once and still do its job. Also, perhaps Life Orb on Zapdos? Electrium Z is by no means bad, but Life Orb seems to be favourable in my personal experiences.

Other than that it’s a great rating! :)
Why isn't Scale Shot + Rocky Helmet good?
It lowers your defence so you might not be able to take a hit
@ ♪Barbara Bingbong♪™, I accept your thing.

1. The thing about heavy Duty Boots, Zapdos is there to clear the rocks, and the asker should make sure that the Stealth Rock setter should be knocked out at the earliest, though Heavy Duty Boots is more reliable.

2. You are right about Gliscor. Poison Jab < Protect. But the problem is Gliscor overlaps types with two 'mons: Ground typing with Garchomp and Flying typing with Zapdos, so this team can be crippled by an Ice type. But Gliscor has been used by the asker because of Poison Heal. But it is replaceable.

3. I have seen in many places that the 30% Paralysis chance play a crucial role, but since Zapdos is already speed, it doesn't need it.

4. I agree with HP [Ice].

5. Outrage for power and don't care about Fairies, Dragon Claw if you care. Good point.

6. I don't know much about Z-moves, so I thought Electrium-Z might be good. My preference is Life Orb if I knew that Z-Crystals are not very good. Thanks btw.
