Good but remember that you can't have duplicate items (you had 2 rocky helmets). Also Jolly Nature Fire Blast prob not a good Idea. Instead of Fire Blast maybe Iron Head because steel covers fairy in addition to ice. Plus it's physical so you would be using your higher attack stat.
OU does not have items clause, so double Rocky Helmet is fine and very much standard on those Pokemon in OU.
Fire Blast is better than Iron Head because it hits Skarmory, Celesteela, Ferrothorn, etc.
True. But Heatran already has a fire move so it can hit those pokemon you mentioned. Plus I don't think a Jolly nature is good for Fire Blast. But hey, do whatever. (Also didn't know items clause isn't in OU :P) If you still really want fire coverage then maybe fire punch. It's weaker but uses it's higher attack stat plus it's 100% accurate.
