i noticed several typos while i read those excerpts including "degreed" instead of "decreed" and "are are" instead of "or are" so I must fix those

all of the people in her gym have sass or drama

“Use Double Kick!” Penelope said suddenly. Hatoakille understood immediately, and leapt in the air, kicking Fernette’s Bounsweet twice, greatly injuring it.
    “Hooray!” Penelope celebrated.
    Fernette merely smirked some more. “Are you blind, little girl? If you have eyes, or intelligence, you will be able to see clearly that Bounsweet is still able to battle!”
    Penelope looked outraged, and huffed. “Well, Hatoa-”
    “Oh, shut up!” Fernette rudely interjected. “Are you a complete idiot? It’s my turn, are you demented?”
    “There’s no need for insult….” Penelope said, very timidly.
    Fernette simply smiled and rolled her eyes. “Oh please. Bounsweet, use Aromatherapy!”

“Bounsweet is unable to battle!” Vivacio degreed, and Penelope looked elated.
    “We did it, Hatoakille! Hooray!” Penelope shouted.
    “Not so fast, fool,” Fernette said. “Were you unaware that I have two more Pokemon? Are are you just entirely stupid?”
    “But my brother only faced Bounsweet!” Penelope shrieked in protest.
    “I don’t know or care about your brother, but that must’ve been millennia ago, or at least a few years. I’ve attained two new Pokemon; and perhaps your brother just lost to Bounsweet immediately and never faced my other companions!”
    Penelope gasped, apparently having never realized this before. Then her expression hardened.
    “Oh, whatever! I’ll still certainly win!”
    “If you say so,” said Fernette with a shrug. “Nuzleaf, your turn!”

i am working on the story some more. fernette is ruthlessly scathing, which doesn't fit her personality description at all but whatever lol
