The only way you can accurately tell when somebody is trying to be rude to you is through experience. If you're an L2 speaker, then it's going to take some time to learn about that. Until then, it is probably a good idea to assume people mean well and aren't trying to hurt you. If you're not confident about what's happening, then it is wise to simply stay away from the conversation.
Some examples of 'personal attacks' are name-calling, blatant insults (e.g. "you are stupid"), use of slurs, etc. Even then, it's not always black and white. Friends can insult each other in a joking/affectionate way.

A lot of swears in English by native speakers aren't ever used in an offensive and are rather used in regular, day-to-day conversations. Like if I messed up my test, my friends would likely be like "wtf lol".  "wtf" is used to exclaim and express confusion or excitement, it's not in any way rude. Informal? yes,  but not rude.

Swears typically aren't a bad thing in English unless used to bully or discriminated. If someone called you yourself the f word, or n word, for example, if i called you a littler f-er, then yes, report it, because that's not okay, but pretty much any other example of swearing is okay since it's just.. modern speech. If you have any concerns about users behaviours and languages on here, come to me about that, and I'll do my best to explain if it's against the rules or not, and will also report to Fizz myself if necessary
