of course, you don't have to use smogon movesets, they are just a good way to fill in a blank of what moveset you want to give

also to add on to the common sense thing you should also just look at the stats of any pokemon you are rating

make yourself familiar with the format that is being asked, look at smogon movesets, or just use common sense (like dugtrio with special moves being not very ideal)

Sure you can! And what Pokemon you can be depends... you can't be a Legendary, Mythical, or Ultra Beast, and since the Pokemon's age limit is 10 to 15, meaning they're young-ish, usually it'll have to be a middle stage if you want to be part of a three-stage evolution line. Usually for two-stages, you'll have to be the first stage, but it depends on the Pokemon's appearance. Pokemon with only one stage, therefore no evolution line, are a bit shaky at the moment. Most seem old-ish and therefore seem unfitting for a pre-teen or early teen Pokemon. But it depends on the Pokemon's appearance. I know that all sounds weird, but I'll try to give you an example. The Pikachu line is a good example. Pichu is too young, being the first stage (and a baby Pokemon) in the line, and Raichu seems too old, like an adult Pokemon. So if you wanted to be Pichu or Raichu, you'd have to be Pikachu if you stuck with the line. Here's two-stage examples. If you wanted to be Eevee, you'd have to be one of the Eeveelutions instead, as Eevee seems like a younger Pokemon. And if you wanted to be Lucario, you'd have to be Riolu, as Lucario seems like an adult Pokemon. It depends on the Pokemon. It's basically to make the Pokemon look about the same age, as their ages are similar. If the Pokemon is allowed under the (sadly kinda strict) restrictions, they can be from Gens 1 to 8. Here's the requirements:
