Is it possible for someone to have a low elo rank but have a high Glicko-1 on Pokémon Showdown?

I just decided to take a BREAK from this site and I didn't mean anything other than that!! But I think several people have mistaken this; they're saying that I left this site. In Discord, this was the breaking news! Also, I didn't leave Discord deliberately, that was happened accidentally (I think this might have influenced in increasing suspects.).

One question: What's the difference between Pure HO and Semi HO? A person told me that, ''You shouldn't use HO. In higher ladders people have counter for your team. Use stall or Semi HO''. I won a match against her stall team, but that question is eating me. Should I run stall? I am very bad on it though.
