Why does watchog have an EV Yield of 1 Atk?

I mean should'nt it have 2 Atk ev yield since its a 2nd evolutionary stage Pokemon?

Why does Yanmega give 2 Attack EVs when it is better as a Special Attack??

It just is. Accept it.

Besides, Watchog is not exactly a physical juggernaut.
