Why does Watchog have an EV yield of 1 Atk?

I mean shouldn't it have 2 physical attack EV yield since its a second evolutionary stage Pokemon?

Why does Yanmega give 2 Attack EVs when it is better as a Special Attack??

It just is. Accept it.

Besides, Watchog is not exactly a physical juggernaut.

Watchog's EV yield was changed to 2 physical attack in B2W2.
