So it says that you need to have 3000 dream orbs to get landorus in the dream radar. Does it count for your TOTAL amount of dream orbs, or just the amount you currently have?

example: You have 2999 dream orbs. You spend 100 dream orbs on an upgrade. Will you unlock landorus the very next time you get a dream orb. Or will you have to get those 100 dream orbs back?

It's your total. The game takes all the Dream Orbs you've collected, and when your total amount hits 3,000, you will unlock the Landorus extension. It was probably designed like that to prevent the scenario you described; or the usual because 'Game Freak wanted it like that'. So you can upgrade all you want without having to worry about causing a longer wait.
