Its a shell of nincada. But it also has characteristics of a living thing. So it could be argued either way.
The Pokedex page says "A discarded bug shell that came to life. Peering into the crack on its back is said to steal one’s spirit." -Therefore we can assume that Gamefreak intended to be alive.
