Maybe you we're thinking that Gardevoir can use the eviolite because it can also Mega-evolve. But since Mega evolution isn't counted as Normal evolution, the Eviolite won't have it's effect on Gardevoir. Not on any fully-evolved Pokémon either, even if they have Mega's.
